“But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you.”

8So then they that are in the flesh cannot please God. 9But ye are not in the flesh, but in the Spirit, if so be that the Spirit of God dwell in you. Now if any man have not the Spirit of Christ, he is none of his. 10And if Christ be in you, the body is dead because of sin; but the Spirit is life because of righteousness. 11But if the Spirit of him that raised up Jesus from the dead dwell in you, he that raised up Christ from the dead shall also quicken your mortal bodies by his Spirit that dwelleth in you. 12Therefore, brethren, we are debtors, not to the flesh, to live after the flesh. 13For if ye live after the flesh, ye shall die: but if ye through the Spirit do mortify the deeds of the body, ye shall live. 14For as many as are led by the Spirit of God, they are the sons of God.

Wesley's Notes for Romans 8:11
8:9 In the Spirit - Under his government. If any man have not the Spirit of Christ - Dwelling and governing in him. He is none of his - He is not a member of Christ; not a Christian; not in a state of salvation. A plain, express declaration, which admits of no exception. He that hath ears to hear, let him hear!
8:10 Now if Christ be in you - Where the Spirit of Christ is, there is Christ. The body indeed is dead - Devoted to death. Because of sin - Heretofore committed. But the Spirit is life - Already truly alive. Because of righteousness - Now attained. From #Rom 8:13|, St. Paul, having finished what he had begun, #Rom 6:1|, describes purely the state of believers.
8:12 We are not debtors to the flesh - We ought not to follow it.
8:13 The deeds of the flesh - Not only evil actions, but evil desires, tempers, thoughts. If ye mortify - Kill, destroy these. Ye shall live - The life of faith more abundantly here, and hereafter the life of glory.

Ro 8:11 But if the Spirit of him who raised up Jesus from the dead. The Holy Spirit. That Spirit in us is a pledge (see Eph 1:13,14) that God will raise us, even as Christ was raised from the tomb. Shall also quicken your mortal bodies. Though the body be doomed to death "because of sin", it shall be given life for those who have God's Spirit dwelling in them. Even our mortal bodies shall be raised, not in corruption, but in incorruption (1Co 15:42-44).
