Ro 11:4 Have not bowed the knee to Baal. See 1Ki 19:18. Baal was the principal deity of the Phoenicians, and represented the sun. Jezebel, the queen of Ahab, was a Phoenician, and sought to supplant the worship of Jehovah with the worship of Baal. Though it seemed as though she had succeeded, still there were those left who had not bowed the knee to the false God.
But what saieth the answere of God vnto him? I haue reserued to my selfe seuen thousand men, who haue not bowed the knee to the image of Baal.
