    Hi Jim, you are right with both, the confusion is that there are 2 programs. How you figure out the programs is stated in 2 Tim 2:15. Rightly divide the Word of Truth. Divide meaning to cut straight, you have to separate God's programs as He has. Mid Act's to Philemon are Paul's instructing God's children how to function the Dispensation Of Grace.
