Satan here says he can give Jesus all the kingdoms of the world. He does not appear to be lying—Jesus does not say that he isn't able to give these. This then implies that Satan owns all the kingdoms of the world (see also Psalm 2). Government was first founded by Nimrod as a rebellion against God (according to Josephus) and continues to be against God. This has libertarian implications.
