Hello Nathan What this scripture is talking about is the utterance of tongues as the spirit of God gives. This is talking about the Holy Ghost. The Holy Ghost was prophesied in Isaiah 28 11 For with stammering lips and another tongue will he speak to this people . This happened on the day of Pentecost in Acts Chapter 2. Paul in verse 22 is making a clarification. If I can say it like this, when the unbeliever sees a person a believer who has been filled with the Holy Ghost this is a sign to them that they need it to. To give a better picture this is what happened on the day of Pentecost, Acts 2 38. The unbelievers standing around saw the believer s speaking in tongues as the spirit of God give utterance. They were all amazed and marveled at this sign.
