In v2 Paul tells us to keep the ordinances as they are delivered to us.What is a ordinance?Definition of ORDINANCE. 1. a: an authoritative decree or direction Then he proceeds through v.15 to give us insructions.I think we should remember that these are not only Paul's insructions to us but Gods insructions to us. 2 Timothy 3:16 All scripture [is] given by INSPIRATION of God, and [is] profitable for doctrine, for reproof, for correction, for instruction in righteousness: I think we should keep it simple when we read Gods Word .Read it believe what it says and follow it.As for v16 I do not believe that verse is telling us to disregard the first part of the chapter. Why would Paul under inspiration of God waste half of a chapter giving us instructions only to turn around and tell us to disregard it?
