Matthew 21:22 only applied to the Disciples as this was a private conversation prefaced his address to "ye". This means that Jesus does not promise every believer that he will receive the product of their prayers if asked in his name. This is verified in Acts when we see the Apostles conducting many miracles in ways we don't see today.
