Benefactor basically means someone that you benefit from. This verse is referring to the fact that the subjects of the kings of the Earth supposedly benefit from the rulership of said kings, and that is why they the subjects accept their the kings authority over them. Earthly kings rule through temporal or fleshly power strength of arms usually , but we're to govern through the spirit.
