9By reason of the multitude of oppressions they make the oppressed to crie: they crie out by reason of the arme of the mightie. 10But none saith, where is God my maker, who giueth songs in the night? 11Who teacheth vs more then the beasts of the earth, and maketh vs wiser then the foules of heauen. 12There they crie, (but none giueth answere) because of the pride of euill men. 13Surely God wil not heare vanitie, neither wil the Almightie regard it.

Wesley's Notes for Job 35:11
35:11 Who - This is an aggravation of mens neglect of God in their misery. God hath given men, what he hath denied to beasts, wisdom to know God and themselves. Therefore they are inexcusable, for not using that wisdom, by calling on God in the time of trouble.
