40:8 Do not interpretations belong to God? - He means the God whom he worshipped, to the knowledge of whom he endeavours hereby to lead them. And if interpretations belong to God, he is a free agent, and may communicate the power to whom he pleases, therefore tell me your dreams.
When Pharaoh asked Joseph for the answer to his strange dreams Pharaoh remembered the dreams but even though the Lord had given him the answer it escaped him, therefore when Joseph explained it to him the whole story clicked in. Many times we remember a place or person but only when someone else runs off a list of names do we suddenly stop them at the name we wanted and that is what happened here.
